Abstract/Contents:Discusses the transport of phosphorus to surface water when soil runoff and erosion occur, stating that "this problem is often accentuated in urban soils where hard surfaces reduce infiltration rates and storm drains are directly connected to surface water bodies." Focuses on phosphorus legislation in Minnesota that resulted from the diminution of water quality and acceleration of eutrophication caused by phosphorus runoff. Explains to what extent the legislation might restrict phosphorus use and provides advice for confronting such a situation in a state other than Minnesota.
