Abstract/Contents: | Discusses the development of a uniform set of rules "under which [golf] would be played around the world." Explains that "prior to 1952, the confusion resulting from the lack of uniformity was significant...In May 1951, representatives of [the United States Golf Association (USGA) and The Royal and Ancient (R&A)] met in London with three considerations in mind: Their perspective was to be worldwide; there would have to be give and take; and 'the negotiating representatives reminded themselves that, if legislation lags too far beind public opinion, legislation loses effect.'" States that "among the issues resolved by these like-minded men were the stymie, stroke-and-distance as a penalty for out of bounds, unplayable and lost balls, moveable and immoveable obstructions, and the...disagreement about the center-shafted putter." |
