Question:"My Council recently formed a playing field out of some unlevel and rough land. A formation surface was formed by grading and introducing household refuse. Top soil was spread fairly evenly over the surface. In carrying out this work a certain amount of broken glass, china, etc. became scattered over part of the land. We have removed most of the extraneous materials and there is a good cover of grass over the surface. Fears have been expressed by my Council that glass beneath the surface will come to the top and cause injury to players. It has been suggested that the only way to deal with this is to take up 4 in. of the soil and to sieve it. You will appreciate that the cost of doing this would be considerable. Could you tell me if the undesirable matter in the soil would come to the surface in time or whether the reverse is likely to happen."
Answer/Response:"The problem you are up against is fairly common. If the tip is completely covered with top soil to the extent of 9 to 12 in. then there should be no danger of glass coming to the surface in a condition that it will do harm. On the other hand, if glass was allowed to get into the soil during spreading the position could be fairly serious and it will be difficult to suggest corrective measures without seeing the site. In the ordinary way it is well established that stones, etc. appear to work upwards. Whatever the explanation they do come up to the surface but a cover of 9 in. of soil or thereabouts usually ensures freedom from trouble."
