| Question: | "The report you submitted following your inspection of our football ground has been studied by our officials. In view of your comments we agree that tile drainage of our football ground should be carried out. Please prepare a specification to cover the work, and also the necessary drawings." |

| Answer/Response: | "We have now prepared the specification and drawings for the draining of your football ground. When inviting contractors to tender, two copies of the specification and one copy of the plan should be forwarded to them. The successful contractor will require a further two copies, and we suggest a copy be provided to your representative who will be in charge of day to day supervision. With each invitation to tender a letter should be sent and wording something like following would be suitable: "We are inviting you to submit a tender for the draining of our football ground. Enclosed are two copies of the specification and a drawing detailing the work involved. Your attention is drawn to item 1 of Special Conditions inviting you to inspect the site. It would be appreciated if you will contact the undersigned to make arrangements for this site inspection and if you have any queries we will be pleased to help you. The closing date for the receipt of tenders is the first post on Friday, 3 November, 1961. If you are unable to submit a tender please return the enclosed documents to me as soon as possible". If possible three weeks should be allowed for tenders to be submitted and we hope you will be able to prepare the plans, and invite tenders by about the 13 October. You will note in the specification that six weeks have been allowed for acceptance of tender. This gives the successful contractor ample time to organize labour, plant and materials for the job. We hope it will be possible for you to give facilities to the contractor for stockpiling materials as specified." |
