Question:" I understand, from reading the trade press, that a European specification for golf green construction is being prepared to rival that of the USGA. When will this be available and will it radically change our approach to the construction of greens?"
Answer/Response:"Within Europe as a whole, there is a major process to harmonise national standards, for example our own British Standards or the German DIN standards. This applies to all sectors of the economy and has clear advantages in terms of trade, product safety and redress if a product does not come up to the relevant specification. Sports surfaces of all types have been included in this work, e.g. artificial turf pitches, indoor sports floors, natural turf soccer pitches and golf greens. Natural turf surfaces are being considered by a working group within CEN Technical Committee 217 and Dr Stephen Baker of the STRI leads the UK delegation in this group. Rules within CEN (the European Committee for Standardization) require that where possible performance specifications should be used, i.e. the requirement for the product, should be specified rather than a detailed construction procedure being laid down. This has the advantage in that it allows new innovations and improvements which might otherwise be restricted in a construction specification in which rigid methods of construction are established. Performance specifications have become well established in some sectors of the turf industry, e.g. in grounds maintenance mowing, to keep grass height within a specified height range rather than mowing, say, once per week whatever the rate of grass growth. We started to develop methods to define performance requirements for soccer over ten years ago and similar work has now been completed for bowls, hockey and Rugby. The Royal and Ancient Golf Club of St Andrews are currently supporting a major project at the STRI on performance standards for golf and this will contribute considerably to the CEN work. In it we are considering soil factors such as infiltration rates and porosity, plant factors (e.g. species composition and thatch depth) and playing quality (e.g. ball roll and angled ball behaviour). Our research finishes at the end of 1994 and in theory, the CEN standards are timetabled to be completed in 1995. However, we are reliant on some other technical committees for test procedures and my view is that 1996 would be a more realistic date."
