Question:"Although supportive of the rules and regulations regarding the use and storage of pesticides, as head greenkeeper at my golf club I am finding it hard to keep fully up to date with what seems like ever changing detail. Our club do not want to fall foul of the authorities and are looking for a source of information which will keep us in line with the legislation."
Answer/Response:" Pesticide legislation has become of great importance to all users of pesticides in recent years. The use of any pesticide product is now closely regulated and governed. The two most important pieces of legislation are outlined below and will apply to any golf or sports club where pesticides are stored and used. Health and Safety at Work Act 1974 controls the risks in the workplace arising from substances hazardous to health, which may include pesticides. These regulations are the Control of Substances Hazardous to Health Regulations (COSHH). Food and Environment Protection Act 1985 (FEPA) aims to protect the health of humans, creatures and plants, to safeguard the environment and to allow safe, efficient and humane methods of controlling pests. FEPA is implemented by the Control of Pesticides Regulations 1986 (COPR), so that only approved pesticides that have been tested for safety and efficacy may be used. The way that these sets of regulations apply in the sports turf situation is governed by the Code of Practice for the Use of Approved Pesticides in Amenity and Industrial Areas, published jointly by the National Turfgrass Council and National Association of Agricultural Contractors. It is essential that any intending user of pesticides should study this publication which has been recently revised and is available from STRI, price £12.00 plus 60p postage and packing. Further, very useful information on the selection and use of pesticides is contained in the latest edition of Amenity Handbook produced by the British Agrochemicals Association and available from STRI price £2.50. This handbook also lists those products which are specifically approved for use in amenity areas. A full list of approved pesticides is contained in the UK Pesticides Guide 1994, produced jointly by CAB International and British Crop Protection Council, available form BCPC Publications Sales, Bear Farm, Binfield, Bracknell, Berks., RG12 5QE, price £16.25. Finally, it is strongly recommended that all users of pesticides should receive appropriate and adequate training to ensure that they are competent to make the application safely and effectively. Indeed, many users will be required by law to undergo the training and certification. The training is given by local agricultural and horticultural colleges, whilst examination is undertaken by National Proficiency Tests Council."
