| Question: | "We have been unable as yet to prepare a Bill of Quantities in connection with the proposed development of playing fields. Do you consider a Bill of Quantities essential and is it practicable for a Contractor to do a satisfactory job on the basis of a prepared Specification and a plan?" |

| Answer/Response: | "It is practicable for a Contractor to do a satisfactory job on the basis of tendering on a Specification and drawing but there are difficulties by adopting this method particularly if variations are required to the Contract. This involves negotiating a price often without a rate for similar work being shown in the Contract. Where there is no Bill the Contractor is responsible for working out his own quantities and if he makes any mistakes before the Contract is let then, of course he still has to complete the work to the price submitted. The natural tendency might then be to stint the job somewhere to cut the losses. For this and other reasons we would prefer that a Bill of Quantities be produced." |
