Describes the community, stating that "construction is scheduled to begin in early 2005 on the first phase of the project which calls for six golf courses, including two Jack Nicklaus designs and one possibly by Pete Dye." Concludes that "although it appears that CSI [Coyote Springs Incorporated] has more than ample water, the company also plans to irrigate with effluent." |
