Discusses the Make Every Drop Count, A Community Conservation Plan adopted by the City of Tucson, which includes conservation measures such as "water rates"; "targeted conservation programs"; "elementary school programs"; "ultra-low-flow plumbing code"; and "expanded waste and tampering enforcement." Details conservation in southwestern cities and conservation measures appropriate for Tucson. Describes effects of the Baseline Program, stating that "Tucson Water must meet target per capita water use rates established in its AMA [active management areas] management plan."
