| Abstract/Contents: | Discusses water conservation and rising water costs, stating that "water rates provide one of the most effective means to promote water conservation." States that "the most prominent reasons for adopting water rates designed to promote conservation are (1) extension of available water resources; (2) reduction of peak demands; and (3) elimination of wasteful use." Describes how water entities pursue water conservation, stating that "there are several major types of rate structures to choose from: (1) inverted block rate; (2) summer surcharge; (3) uniform seasonal rate, and (4) others including a combination or mix of the above." Concludes that "detailed planning is essential for implementing and maintaining a successful and publicly accepted conservation rate program. Sufficient time should be allowed to plan rate revisions carefully, to inform the public adequately, and to provide for the necessary administrative requirements." |
