Abstract/Contents:"Survey data were used to measure and compare social acceptability of 11 possible water conservation measures in Phoenix, AZ and 12 measures in Springfield, IL. It was found that there was substantial variation in acceptance among the conservation measures, but that similar measures received acceptability ratings in both cities (with the important exception of xeriscaping) despite the climatic and demographic differences between these cities. We hypothesize that these results are attributed to five social ideologies and one behavioral principle that are imbedded in middle-class American culture, but which can manifest themselves differently in different climates. These ideologies are: 'generic' environmentalism, fairness and equity, freedom from government control and invasion of privacy, lifestyle entitlements, and economy and effectiveness. Minimization of psychological cost, a behavioral principle, completes the explanation. Because urban water conservation measures violate these ideologies to differing degrees, they create differing levels of public cooperation and consequent potential for reductions in water use."
