Abstract/Contents:Profiles the Mesa Water Development Fee Rebate Program, initiated in 1984, designed to promote water conservation and encourage low water use landscaping. Provides background on the water conservation program and details program guidelines and the water development fee. Discusses reasons for installing landscape, other factors influencing water consumption, and other factors influencing landscape choices. Responds to questions concerning water use and low water use landscapes. Concludes that "it is important to recognize the rebate program as one component of a comprehensive information and education effort."
