Explains that "the golf industry is becoming very sensitive to concerns about water use and the environment, and there is an increasing willingness on the part of golf course developers to address these issues." Details basic needs, role of the water supplier, site selection, course design, course construction, ongoing management, and resolving differences. Concludes that "water management efforts will yield many additional benefits to the community in terms of water quality protection and preservation of wildlife and critical habitat."
