Cites four factors as the cause: rapid urbanization, poor planning and design, unacceptable management, and trust. Offers suggestions for developers who may wish to fix these problems. Suggests that developers "go slow to go fast"; "be transparent"; "be flexible"; and "tell the truth." Concludes that "the bad news is NIMBY is here to stay. But the good news is [developers] can cope with this behavior by utilizing some or all of the strategies listed." |
