States that "included in the estimated $57.3 million price tag are about $35.1 million in construction contracts...the unnamed course, which was approved by Carlsbad voters in 1989, is part of a long-range plan designed to bring tourists to the area." Also states that "the city does stand to make a substantial return on its investment in the land." Reports that "the course...[must] generate the 55,000 rounds per year and $1.5 million per year necessary to repay the bonds...Public-access Arrowood Golf Club and municipal Encinitas Ranch Golf Course, both in nearbly Oceanside, are considered to be courses the Carlsbad course will compete with for rounds."
