Abstract/Contents:Describes the H-2B guest worker program, stating that "many companies in the green industry depend on [it] for employees." Discusses immigration reform, noting that the United States Senate and the House each passed conflicting immigration bills. Explains that "the Senate has passed a bill that would toughen border security and put most illegal immigrants on a path to citizenship. In contrast, the House has passed legislation that offers no provision for citizenship." Details the H-2B process, stating that "an employer that needs or forsees the need for seasonal workers goes to their local or state Department of Labor 120 days before the start-day when workers are needed. The Department of Labor requires employers to ensure that there is no domestic or American worker willing or able to do the job...Once the security screening has been completed, the H-2B petition goes to the State Department, which conducts interviews."
