Abstract/Contents: | Discusses a government policy change in 1998 that "has had a detrimental effect on the quality of elementary and secondary school sports fields in Ontario [Canada]." States that "prior to 1998, most school boards in Ontario enjoyed reciprocal agreements with their home municipalities in which each party shared public facilities and maintenance practices." Explains that after 1998, "many school boards claimed they could no longer afford the cost of having their sports fields professionally maintained by municipal employees." Also explains that "the agreements happen when school boards and municipalities reach an understanding whereby playing facilities and community centres [centers] are made available to the public in exchange for services." States that "the sports fields in such deplorable conditions are ripe for pending lawsuits if a student should blow a knee or suffer another serious injury because of unsafe playing conditions." Suggests that "reciprocal agreements benefit not only the school community, but the entire municipality." Also suggests that "one of the tragic consequences of the demise of reciprocal agreements is the contribution it has made toward deteriorating health levels among children." States that "the refusal in many parts of Ontario by school boards and municipalities to meet with one another to discuss or negotiate agreements adds to the inabillity of public access to public facilities." Concludes that "pressure needs to be brought to bear on school trustees and municipal councillors to allow the use of public facilities." |
