Abstract/Contents:"Asset management planning is an integral part of operating key infrastructure assets in the local authority context. The National Asset Management Steering group (NAMS) is providing significant and helpful material for an asset manager to develop asset management plans. Asset management plans are an essential part of the astute sports turf manager's "weaponry" or "tool box". Asset mamagement plans provide a focus for the day-to-day management of turf assets and, because of their multi-year horizon, provide an important planning input to negotiation of adequate resourcing for the sustainable provision of sports services to the community. Asset management practice is not static. Good practice is moving from "basic" plans (identification, condition and value) into "advanced" areas of customer-agreed service levels, integrated risk management and optimised decision making. This move is reinforced by the expectations of the Local Government Act 2002. The management of sports turf, parks and facilities is becoming increasingly important to the aspirations and success of a district or region. This emphasises not only the importance of asset management but also the need of the sports turf manager to be able to work with accountants, corporate planners and elected members of Councils. The presentation for the conference briefly looks at the Manukau City Council's asset management plan for parks, which includes its sports fields. The conclusion reached is that the nature of the plan provides a useful building "block" for the Council to manage its facilities and as a platform to refine its management on an advanced basis."
