Abstract/Contents:Profiles The North Shore Drainage Project. States that "the introduction of the Local Government Act (LGA) 2002 gave rise to a number of significant changes to the way councils around [New Zealand] are required to manage assets within the city or district, including sports fields." States that "there are many components that can contribute to any programme [program] of capital works funding," including backlog, renewal of assets and deferred maintenance. Mentions an analysis of the condition of a sand field conducted by the North Shore City Council, highlighting the development of a specification template "from which these and all future sports field upgrading or renewal projects could be planned and executed." Describes the specification template, stating that "it had to be flexible enough to be able to split into several stand-alone contracts for each upgrading or renewal project"; "each stand-alone contract had to contain well-defined 'hold points'"; and "the specification tempalte had to include a very clear requirement for the supply of as-built records." Reports that "approximately half way through the programme, a project site assessment regime that sat outside the key inspection requirement was introduced. The regime involved a project manager visiting each site a minimum of three times per week and recording the full status of the activity (if any) that was occuring." Concludes that "the most pleasing part of the whole process has been the opportunity for the Council to improve the management of its sports field improvement programme. Several enhancements to methodology, contract requirements and overall project management will be introduced [in 2006]. The enhancements will cover all aspects of the programme with particular emphasis on improving field re-grading and grow-in components of the work."
