Discusses the volunteer work, explaining that "armed with a rain gauge and an Internet connection, each volunteer takes daily readings of precipitation and feeds the data into a national network." Notes that "the main goal is to develop local watering recommendations...those recommendations could simply be posted on a city Web site."
