Abstract/Contents:States that "with Sioux Falls [South Dakota] water bills on the rise, officials are hoping a team of volunteers can slow that trend and still preserve the city's lush, green lawns." Discusses the volunteer work, explaining that "armed with a rain gauge and an Internet connection, each volunteer takes daily readings of precipitation and feeds the data into a national network." Notes that "the main goal is to develop local watering recommendations...those recommendations could simply be posted on a city Web site." Concludes that "there is going to be resistance, especially at first, by some people. They want that really bright green."
