Abstract/Contents:Discusses various state laws across the United States such as those in Florida and Michigan which may influence legislation in California, regarding the usage restriction of fertilizers containing phosphorus. Gives examples of legislation enacted, including in Minnesota where fertilizers containing phosphorus are to be used only for "newly planted lawns within their first year and turf tested to be phosphorus-deficient." Provides a timeline illustrating the restrictions of fertilizers, beginning with legislation in Minnesota in 2005 and ending with legislation in Virginia and Washington in 2011. Concludes that "the fact that several states outside of the Great Lakes area have passed laws to restrict fertilizer use makes one wonder if California could be next." Contains a sidebar mentioning the pesticide restrictions in three California counties, noting that "the city and county of San Francisco...banned Toxicity Category I and II pesticides...[and] the ordinances also require posting signs to notify the public of pesticide application."
