Abstract/Contents:"Since the state of Michigan passed its ban of yard waste from disposal facilities, a number of composting sites have opened. However, because Michigan's Solid Waste Management Act (Act 641) exempts yard waste, the Department of Natural Resources does not have any separate regulations governing the siting and operation of yard waste facilities. Local jurisdictions have begun establishing their own regulatory schemes. If locations cannot be found for composting sites and operators cannot learn to operate properly, there will not be sufficient capacity available when the disposal ban becomes fully effective in March 1995. For example, in May 1992, Compost Systems Inc., the operator of a 40-acre yard waste site in Canton Township that handled about 100,000 cubic yards per year, closed its doors. The inability to control odors is the biggest complaint among communities near yard waste composting sites. According to Wayne Koser of Michigan Department of Natural Resources, operations in Midland, Muskegon and Traverse City are running successfully."
