Abstract/Contents: | This second part of the survey BioCycle conducted deals with programs aimed at the state level in the recycling industry. Job and economic development; statewide solid waste recycling and reduction goals; market development; landfill bans; compost regulations; fees and recycled content of packaging are discussed. "States will continue to focus on markets and economic development in 1994, particularly with the new EPA programs. Most states already have their plates full with solid waste legislation passed several years ago. At least 12 states have deadlines looming on recycling goals in 1994 and 1995, many of which will be difficult to meet. The federal Resource Conservation and Recovery Act (RCRA) Subtitle D regulations are having a powerful impact in many states, closing landfills in every region of the country. Landfill bans, especially involving yard trimmings, will continue to take effect, as will recycling mandates. In many states, 1994 will offer an opportunity to assess the effectiveness of current programs and mandates." |
