Abstract/Contents:"States are still devoting considerable resources toward recycling, but the pendulum has begun to swing toward reduced regulations and programs. The ultimate impact of program cuts depends on whether local infrastructure can survive with less assistance. Looking beyond new laws, state recycling departments still actively carry out programs and policies as a result of legislation in prior years. These include grants and loans, disposal bans, technical assistance and recycling market development initiatives. In short, forces at the state level supporting increased recovery/diversion continue to be fairly strong." Discusses recycling laws and goals, yard trimming bans, disposal regulations, tires, special wastes, and market development of the recycling industry.
