Abstract/Contents: | Comments on the EC's Comite European de Normalization (CEN) and how they are focusing on performance standards rather than construction standards. Suggests that although the much publicized USGA Green Section's specifications work, the costs of construction often lead to modifications in order to save money and often result in a failure of the specification. "Performance standards in such cases may serve to prove that the construction has been disastrous but they do not prevent disasters, nor do they give early warning when there is still time to do something about it." |
