Abstract/Contents:"Throughout Florida more than 3.5 million tons of yard trash are generated each year. Both governmental agencies and industry are involved in attempts to resolve the waste disposal problem through the recycling of yard trash. Recognizing large volumes of organic materials are being generated in Florida, efforts were made by the Florida Department of Environmental Protection (FDEP) to encourage resource recovery and recycling of yard trash. In 1989, FDEP initiated the 'Composting Rule' which established regulatory criteria for environmentally safe recycling production. A trend in government has recently emerged encouraging yard trash recyclers to self regulate their industry through the development of environmentally sound Best Management Practices. Effective 10 Jan. 1995, FDEP eliminated the permitting requirements for yard trash composting facilities. In an attempt to encourage production and use of compost while protecting state lands and other resources, FDEP contracted with the Florida Organics Recyclers Association (FORA) to develop Best Management Practices for yard trash recyclers. FORA, a non-profit professional and educational association, solicited industry input and developed Best Management Practices for yard trash recyclers of Florida."
