Abstract/Contents:"California composters and officials debate impact of allowing landfill cover use to qualify for recycling credits for reaching mandated goals." After much discussion, the California Organics Recycling Council (CORC) and the California Integrated Waste Management Board (CIWMB) agreed that yard trimmings could count for a total of 28% of the total 1995 goal for disposal diversion. This goal was set in place by Assembly Bill 939, which mandates that 25% of California's waste must be diverted from landfills and incinerators by 1995, and 50% must be divrted by 2000. However, the California Office of Administrative Law (OAL) stated that the CIWMB does not have the jurisdiction to make these compromises. The OAL stated that the yard trimmings must either be seen as disposal or diversion, which put the CIWMB in the position of deciding how the trimmings will be counted. There is a great deal of pressure being put on the CIWMB on both sides of the issue, especially since landfills can offer far lower prices for lawn trimming "recycling" than other organics markets. Bill Newland, of Bio-Thermic Resource Recovery, protests the ADC policy on technical grounds, since the lawn trimmings do not legally qualify as adequate landfill cover. California Against Waste also objects to giving any diversion credit for ADC.
