Abstract/Contents:Discusses new proposed rules to USEPA's National Pollutant Discharge Elimination System (NPDES) stormwater program that would mean cleaner water. Under the new Phase II rules as of March 1, 1999 communities throughout the country must develop a stormwater management program. Under the new Phase II, owners and operators of small separate municipal storm sewer systems must develop a stormwater management program that includes: public education and outreach on stormwater impacts, public involvment/participation, construction-site stormwater runoff control, postconstruction stormwater management in new development and redevelopment, and pollution prevention/good housekeeping for municipal operations.
