| Abstract/Contents: | Presents the Minority Report to the Pest Control Products Act (Canada). Focuses on the lack of balance in the Committee report, the precautionary principle, pesticide use in urban settings, the need for accountability and transparency in the regulatory system, the need for a coordinated effort between government departments and the Pest Management Regulatory Agency (PMRA), clarifying authority regarding pesticides between other federal legislation, and the need for global thinking in the PMRA in order to keep Canada agriculturally competitive. Discusses recommendations by the Official Opposition, including clarifying application of the precautionary principle, risk management, accountability and transparency, co-ordinated action between PMRA and federal departments, the role of PMRA in achieving harmonization within this era of globalization, and that the PMRA should build on voluntary partnerships. |
