Abstract/Contents: | Discusses the best value approach under compusory competitive tendering (CCT). The objective of this approach is to "find a way of improving local authority services, but at the same time allow the public a greater say in the way those services were being run. With reference to sports turf, this may well mean producing a playing surface to an agreed benchmark standard, although how this would be measured may present a few difficulties. However, with continuing cuts can best value, when appied to sports turf, overcome the culture of minimal investment and short termism that ofen dogged CCT." |
