Abstract/Contents:Briefly discusses the Peoria County Board rejecting a proposal to recapture leaves and yard trimmings destined for composting by Waste Management Inc. States that "Waste Management, supported by the city council, wanted the state's yard trimmings ban to be repealed for five years, saying the Peoria lanfill is a 'bioreactor' in which liquids are deliberately added to encourage decomposition."
