Describes the principles proposed by the Southeastern Michigan Council of Governments for making the program successful: "the program is voluntary, non-regulatory, and confidential"; "establish partnerships"; "establish areas of competency"; "establish industry definitions and standards"; "the program must be accountable"; "[the] program must be marketable"; and "statewide, yet local." |
