Abstract/Contents:Discusses the request of the city of Des Moines, Iowa of the Metro Waste Authority (MWA) "to allow disposal of yard trimmings in landfills if the landfill operates an active methane collection system that produces electricity." Explains that "the thinking is that not having to segregate yard waste would mean fewer trips for the city's trucks, and less labor costs." Discusses the passing of the bill which contained the legislation, and Iowa Governor Thomas Vilsack's line item veto of this legislation. Explains the Iowa Department of Natural Resources' position against the legislation, and states their reasons for not agreeing with the bill. Explains the measures taken by environmental groups, stating that "once word of the legislation got out, the Grass Roots Recycling Network (GRRN), an Atlanta-based advocacy group, rallied with seven other organizations to oppose the legislation and encourage Goveernor Vilsack to veto the measure." Explains that "ironically, the Metro Waste Authority formed a committee to evaluate the ramifications of the legislation it helped to introduce."
