Abstract/Contents: | Describes how Jerry Wright maintained a landfill nearing capacity in Rapid City, South Dakota. Explains that longer term planning for solid waste management is also necessary. Describes a citizen's committee, started in May, 1990, to deal with issues including Subtitle D compliance at the landfill, alternatives to landfilling, and forthcoming recycling requirements by the state. States that Alliance Architects and Engineers and HDR Engineering were hired to work with city staff to develop a solid waste plan, and explains how it was decided to work with the solid waste utility and acreage at the existing site. Describes the Solid Waste Management Plan's three main elements: "Implement a yard trimmings collection and composting program; Build a Materials Recovery Facility (MRF) to process and ship traditional recyclables; and Build a MSW organics composting facility." Profiles the new waste management faacilities that were created as a part of this plan. |
