Question:"From your point of view, i.e. good grass management, are there any advantages or disadvantages in contract work as against labour employed direct by a local authority. We would be interested to hear your ideas on this."
Answer/Response:"The pros and cons of contract work in grass maintenance are listed below and we trust the information will be helpful: Advantages of contract work (a) The authority employing the contractor does not have to provide and maintain equipment and staff to do the work. (b) The authority does not have to find alternative work for staff during the dormant season. This does not apply where the grass maintenance is on playing fields as there is always some winter work to be done, e.g. spiking. (c) The authority is partially relieved of the responsibility for maintaining their grass but remain responsible for ensuring the contractor fulfils his contract and that work is carried out satisfactorily in suitable weather conditions. (d) The work when put out to tender annually ensures that a competitive price is obtained for it. Disadvantages of contract work (a) To the contractor the job can be just one of many depending upon the area to be maintained. As his men and equipment may not be fully occupied on the work the interest of the individuals in what they do is often lacking. If, however, the work is of such magnitude that the contractor's men are fully employed then the results are more satisfactory but supervision by the authority is always necessary. (b) Contractor's commitments may vary from week to week to such an extent that regular and efficient treatments of the grass may often suffer. (c) As time means money to the contractor the work is often done more quickly than thoroughly or it is skimped. (d) Work is often not done under suitable ground and weather conditions as it would be if it were directly controlled by the authority. (e) The contractor has to cover his cost of hauling his equipment to where it is needed if it is not fully engaged on the area and therefore his prices are inclusive of this cost."
