Abstract/Contents:Details a Water Development Fee Rebate Program, initiated in 1984 in Mesa, Arizona, to encourage "homeowners and developers to install low water use landscaping by refunding portions of water development fees." States that "the [program] criteria allows for a rebate if the landscaping used is comprised of at least 50% inorganic materials and predominantly drought tolerant plant materials are used." Explains that "in order to qualify for a rebate, an application form must be completed and submitted to the Mesa Water Conservation Office." Details other criteria for the rebate, including "at least 50% of the planted trees, shrubs and other organic material be of a low water use variety." Concludes that "the rebate program is closely integrated with other efforts to encourage outdoor water conservation. These include an increasing block rate water structure, an extensive public education program, cooperative programs with Mesa's homebuilders and plant nurseries, homeowner landscaping workshops and an award winning Xeriscape Demonstration Garden."
