Abstract/Contents:Discusses "the development of landscape standards and the implementation process" by the East Bay Municipal Utility District (EBMUD) in San Francisco, California. Also discusses the reasoning for landscape standards and development of landscape standards, stating that "not only did none of the agencies have landscape water use efficiency standards but also that most of the planning departments did not have staff with the necessary expertise or the time to review landscape plans for water use efficiency." Discusses landscape standards, applicability of the standards, the plant palette, the turf limitation, soil test requirement, and the irrigation system. Details the implementation process in which "letters were sent to the mayors of the cities and to the heads of the County Planning Departments requesting that the recommended landscape standards be adopted by a certain date...[and] ten agencies that had not adopted the guidelines were contacted and meetings were set up with the planning department to discuss landscape guideline issues." Concludes that "the drought emergency was declared over in September, 1989. However, the District has maintained a voluntary water conservation goal of 15% which is expected to be in affect [effect] into the spring of 1991."
