Abstract/Contents:States that "demand-side management practices are becoming increasingly popular among water resource managers." Explains that "water planners have recognized that the demand-side alternatives offer multiple benefits. Improvements in the efficiency of water use can result in (1) energy savings for water heating as well as for pumping and treatment, (2) foregone costs of water treatment and distribution system capacity (including wastewater collection and treatment), and (3) savings of capital expenditures because of deferred, downsized or eliminated water supply projects." Further explains that "new private sector services for planning and implementation of demand-side programs have become available to water utilities." States that there have been "marked enhancements in the 'know-how' for planning and evaluation of demand management alternatives." Discusses "a theoretical framework for analyzing urban water demands and estimating water savings of various demand management programs by means of an end-use accounting system." Concludes that "enhanced 'know-how' in demand management will allow water planners to close the projected gap between baseline water use forecasts and normal yields of supply sources by selecting a least-cost combination of demand-side and supply-side alternatives."
