Abstract/Contents:States that "several factors indicate the need for bilingual water conservation programs in California and many other areas." Explains that "the development of bilingual programs in both English and Spanish in different sectors of the California State government like Health, Education, Board of Equalization, Transportation, Agriculture and others have responded to the need of reaching out to an important part of [the] population." Discusses key features of a successful bilingual program, including "employee involvement and/or community leaders' involvement" and recognizes that "in most cases the most active Spanish speaking population in California in both the urban and the rural communities is represented by Mexican immigrants or their descendents with their own set of economic, cultural and environmental values." Details the "Protector del Agua" program in California and describes the course, participants and results for two years of the program. Concludes that "participants received a very visual, hands-on demonstration of water efficient landscapes without the language barrier that often restricts their participation."
