Abstract/Contents:Provides a pesticide regulation update for 1989 from the United States Environmental Protection Agency (EPA). States that "1988 was a year of significant change for EPA's pesticide programs. The first of these changes was the establishment of fees for the registration of pesticide products." Explains that "for each active ingredient intended for use on major food or animal feed crops, registrants will be required to pay reregistration fees totalling $150,000." States that "the annual maintenance fee is assessed for each individual pesticide product." Suggests that "[superintendents], as users of pesticide products, may be affected by these fees in the form of higher prices for [their] products as the fees are likely to be passed down the line by the registrant." States that "the 1988 amendment imposes statutory time limits and thus imposes expedited processing of the most frequent types of pesticide registration applications." Explains that "the new law also enables EPA, for the first time, to take direct enforcement action against violations of storage, disposal and transportation requirements." States that "EPA has cancelled some pesticides' registrations based largely on findings of potentially dangerous levels of their residues in groundwater." Mentions that "the agency is also requiring more soil and groundwater monitoring by applicants and registrants." Explains that "the agency is also developing a proposed rule for placing pesticides that pose groundwater concerns into a restricted use category."
