Abstract/Contents: | "We are seeing the promulgation of plans and ruless by regulatory agencies as directed by federal and state legislation. Unfortunately, our knowledge of non-point pollution and its abatement is not sufficient to provide a basis for explicit control methodology. Many professionals in the regulatory agencies recognize this, and they are encouraging experimentation and education, hoping for voluntary use of better practices as they are discovered." |
