Abstract/Contents:Discusses flooding and the prevention of soil erosion which can cause problems downstream. Options for people who live in floodplains are to keep the water away from the people or keep the people away from the water. Since the Mississippi flood of 1993 the government has set up agencies to help set standards for dikes and leeves and construction or exsisting homes in floodplains. Lays out issues on flood control planning. Accepting responsibility for flood damages would apply to municipalities, government agencies, and individuals. Property rights include restricting development in flood areas and landlords selling their property to the government. Environmental protection includes protecting the environment during construction in these areas. Development of agricultural land includes bring dams and leeves up to date if they were built to protect crops and the area is now industrial or residential these need to be updated to protect what is now there. Reduced funding would give less money to the flood control projects and make the property owner accept more responsibility. Also includes information on diverting flood waters in Kansas and a nonstructural masterplan.
